The answer is the traitor known as David Addington, appears to view his office the Vice President, Cheney himself, as President. Dick Cheney seems to believe this as well, meaning any communications between them & Rove or anything are covered under his executive privilege. AGREEMENT ON NATURAL GAS DELIVERY FROM AZERBAIJAN
Azerbaijan's President Haydar Aliyev and President Ahmet Necdet Sezer will sign the agreement protocol for the sale of natural gas from Azerbaijan.
