Tucson Police use violence against marchers

TPD arrests 6 and shoots marchers with pepper bullets

Tucson Police reacted with unwarranted violence against protestors in Tucson for committing the crime of walking in the street. About 200 people joined the “Don’t just vote, take action” march organized by several activist groups in Tucson, spearheaded by the National Lawyers Guild.

Police arrested a total of 6 people during the march, two of whom were given felony charges of resisting arrest. Police shot marchers with pepper bullets – small paint ball style bullets filled with CS gas. They discharged one pepper spray canister into the crowd at the beginning of the march.

Officer P. Tosca was the one who fired the pepper bullets, giving one marcher two large welts on her back.

Assistant police chief Roberto Villaseñor told Arizona Indymedia that “A lot of people made it clear that they probably wanted to make more symbolic gestures than just chanting or just holding up signs.” But he said there were no instances of violence or property damage. In fact, no one committed any violent acts during the march what-so-ever. Villaseñor said TPD’s main concern was the safety of cars in the street – he didn’t want any drivers to have to make “evasive maneuvers” to avoid a protestor.

The march congregated on a street corner in front of Tucson’s federal building. People lined the side of the road and held a variety of signs while others took turns speaking through a portable PA system.

A wide array of comments were made, from “we need to work within the system and change it,” to “Fuck this shit! Fuck this police state!”

The Dry River Collective has called for an anti-police protest in front of the Tucson Police Department station, 270 S. Stone at 4:00 pm on Thursday, November 4.

Pepper-pellets
by Dale Roose Thursday, Nov. 04, 2004 at 4:39 AM

I feel that it's important to point out that few of the TPD officers were involved in the use of pepper-pellets, the use of which was just banned in Seattle after the death of a 21 year-old student in Boston who was shot in the eye with a pepper-pellet by Boston Police.

TPD has general orders (General Order 2072) regarding the use of pepper-pellets to "preserve the peace" in crowd control, but these orders are very liberal as to when it can be used.

Kerry Fascists Jerks
by Ossama Loves you Thursday, Nov. 04, 2004 at 5:31 AM

A few protesters, using the same old boringly-stupid tech - Just like the fools who voted for Kerry - So funny - so sickening

GAY and WOMEN”S RIGHTS are the issues tearing apart the world.

They are the reason that W Bush won the election.

Of course the gross (intentional?) incompetence of the DEMOCRATIC PARTY (wanna-be Conservatives all…) over decades is the institution to blame. The evil underlying gays and women rights is that these are selfish and greedy pursuits – GO Ahead and reject this with the typical American Knee jerk-off mentality – it is much easier than thinking or learning or listening or being outside of your little spoiled Middle Class bubbles!

For one, Gays and women could have slowly pushed their issues or investigated whether these issues were alienating others on a large scale and disrupting society. Gays could have been content with civil unions or discreetness – but NO! the old egos and greediness and hurriedness drove them to push their little selfish values and desires onto everyone else and thus created an issue for Bush and created a division in society that need not have grown so quickly or so inopportunely.

It was the anti-Gay Marriage ballot initiatives that brought out the church and right wing voters to defeat Kerry.

When I say Women’s rights – I am not talking about the right to vote, the right to divorce or the right to work – all rights absent in much of the world. I am talking about abortion and pushing the whole package (from women’s sports to jail for non-paying fathers) of women’s issues – again – too quickly and too stridently.

But this is just the surface dilemma – the real catastrophe here is Single issue activism. The right wing – the Republicans have a fairly tidy little package of core values and demands (economic growth, imperialism, and God). This is why it is easier for them to organize and mobilize and win. The left – or the center now (since the left is long gone and brainless in the US) - thanks to the stupid Democrats and the greedy Gay/Women fanatics thinks that issues never have to tie together – Do Your Own Thing!

I was an environmental activist for years until I discovered that the holistic, systems and interconnected philosophy inherent in Green thought somehow didn’t apply to anything except green egos and Greeny pet projects (old trees, a few US-based species and recycling for more capitalism). If women’s rights and environmental concerns are not part of a general solution – like a non-capitalist economics – then they are evil and dangerous.

You won’t listen to this – happy, rich little liberals and assorted fools – Most likely you cannot listen because the education that you get from the narrow and dysfunctional liberal sources like Amy Goodman, the Sierra Club/Cult and Mother Jones magazine (NPR, Greenpeace, et al.) is worse than Fox news.

Sorry to hurt your fragile little feelings – but your selfishness and ignorance is killing 100,000;s of Islamic people and is leading to the ecocide of the planet. At least one can understand Bush and the people who vote for him – their faith and greed is out on the table – but Gays and other narrow issue slacktivists – had better slap themselves beyond horniness or else join the Iraqi insurgency – if they want to avoid the divine or global punishment they so well deserve.

Peace Bro – Have a nice Global Warming Day

Alert: FYI: HOW FACE RECOGNITION REALLY WORKS!!!!!
by newbie Thursday, Nov. 04, 2004 at 5:34 AM

Just in case IMC'ers didn't know how face recognition works...It based on measureing the distance between your eyes. That's why SS agents always wear sunglasses. This has been known about for a very long time, but new computer technology makes it possible to take a photograph of a demonstrator with a digital camera and send it through the wireless net to a squad car or other remote location. By point and click...the officer in the squad car points and clicks on the iris of the eyes of the target. The notebook computer in the car quickly calculates the distance between the targets eyes to dozens of decimal places. This info is then cross matched with prehaps hundreds of photo's on the squad car's notebook computer with poloriods, drivers license photos and passport photos that the police already have on file and CAN POS. ID the target. In a major operation, a much larger database can be used. The data is then transmitted from the squad car to a much larger database in a remote location. therefore...LISTEN UP! COVERING YOUR FACE WITH A BANDANA WILL NOT WORK AND HAS NOT WORKED FOR A VERY LONG TIME! No surpise here (for the secret agents world). This is cold war technology just vamped up to the wireless web. All they need is a photo of your eyes and in a matter of seconds they have pos. ID that will stand up in court. In fact it does stand up in court in Las Vegas...where people trespassed from casinos are photographed before being kicked out. The photo is put in the Las Vegas police Dept. database. While people are gambling...remote cameras take photographs of people which is then run through their extensive database using this technique...if they get a match with someone who has been "trespassed" from the premises the police, of course, come in and make an arrest. PLASTIC SURGURY WILL NOT HELP! That's how this technique was first discovered by Secret Service agents. KGB and CIA people could get plastic surgey to change their appearence...then someone realized that the distance between your eyes is the only distinguishing characteristic on the human body that cannot be changed is the distance between your eyes. If you cover your face and not your eyes...you're developing a false sence of security... IN FACT....FORGET THE BANDANA ALTOGETHER AND JUST WEAR SUNGLASSES! That's what the cops do...notice?

Fr one, Gays and women HAVE pushed their issues and will always push for their rights. This is not a problem for Bush. Bush created this problem so Americans will get distracted over the problems over seas.

It is my belief that while being gay is a sin, but doesnt it say in the bible that LIYING is a sin. And thats what our President of this great nation has been doing since 9-11-01. It wasnt the anit-Gay Marriage ballot that defeated Kerry. What defeated Kerry was America not wanting to change Presidency in the middle of this war. That would look very weak. Don't you agree?

Womens Rights. My great grandma and my grandma and my mother worked very hard to have the rights that I have today, Thank you. And i will be damned if I let some liying jerk[Bush] take myrights away. And yes i mean the right to have an abortion, if i so want one. Women can do anything a man can if not even better.

And sorry to hurt your feelings, but your stupidty and ignorance is killing hundreds of AMERICANS.

Homosexuality is not a sin. You folks need to do some research -- something that takes you a bit beyond the mere english mistranslations you pull this crap from. Do you know what 'para physin' and 'arsenokoitai' actually mean? Until you do, and until you understand why it is important, you are going to remain ignorant.

I would strongly reccomend that you get your hands on the book "What the Bible really says about homosexuality" by Dr. Helminiak.

USA has become a right wing fascism
by Juan Carlos Cruz Thursday, Nov. 04, 2004 at 7:44 PM
juanccruz@verizon.net.do

Hey my friends: The USA has become an oppressive military ultra-capitalist dictatorship. I am from Dominican Republic and I was in Knoxville, TN for vacation, and I couldn't stand the dictatorship, because the streets, roads, stores and shopping malls were militarized. Note that the Interstate highways are very militarized in USA to track and control people [the goal of this is not for terrorism but to control people so that Bush can be re-elected again in 2008]. Beware of policemen in USA they are criminals, and even your neighbors are criminals because they join with the government against regular people like u and me.
Well I had to go back to Dominican Republic because I couldn't stand the military dictatorship of Knoxville, Tennessee, USA

objectivity
by Dr. Mark Tosca Friday, Nov. 05, 2004 at 8:26 AM

I'm Paul Tosca's brother. There's a reason why your information is posted on the internet and not in a mainstream newspaper. It's because your authors lacks objectivity, and therefore lack credibility. That's unfortunate - because I sympathize with many of your sentiments. I'm also anti-war and disapprove with many of President Bush's policies and his judgement. It's a matter of perspective whether "unwarranted" violence was used in this incident by TPD or whether some protesters crossed the line off passive prostesting, i.e. making their voices and opinions heard, to breaking the law. There's a reason why police departments have difficulty recruiting and are often understaffed - it's because few citizens are willing put to put their lifes at risk on a daily basis, for poor pay, and a lack of respect in general by the public they serve.

Little Respect?

If they want the respect of the citizens, tell them to stop violating our rights! I will show NO respect to anyone who tries to act like they are "superior" to everyone else. This includes cops who shoot citizens with "non-lethal" ammo and Presidents who bring a country to war over a ****ing oil field.

Or it could be all the corruption
by Monkey Boy Friday, Nov. 05, 2004 at 9:32 AM

First of, I have SEEN TPD act ilegally. The FACT is, TPD is so rife with corruption that it is a joke. THAT is why people don't respect the cops.

And example. Taken from TODAYS http://www.kvoa.com

----
The murder involves the case of pediatric opthamologist Dr. Brian Stidham.

His former partner, Dr. Bradley Shwartz and an alleged hit man, Ronald Bigger, currently sit in the Pima County Jail, charged with the killing.

Eyewitness News 4 has learned that Tucson Police Lt. Wendell Hunt has been questioned in connection with the case.

Sources emphasize that Lt. Hunt is not a suspect in the murder, and that he had nothing to do with the killing.

The issue is what Lt. Hunt may have known about one of the suspects in the killing, Dr. Brian Shawartz.

Sources at the Pima County Sheriff's Department say Lt. Hunt has cooperated with investigators.

They have turned over the information he provided to Tucson Police.

Tucson police say there is currently an Internal Affairs investigation of Lt. Hunt underway. They won't discuss whether it involves this highly-publicized murder case.

They do say that he is on paid administrative leave pending the outcome of the investigation.

This isn't the first time Lt. Hunt has been investigated. He was suspended last year for having sex in a patrol car.
----

Now, tell me "Dr", at YOUR JOB would you get a simple suspension for having sex at work?

Or how about the TPD officer busted for trying to have sex with a minor over the Internet?

Or the one who showed up to work drunk, who DROVE to work drunk and was never charged?

Or the $600,000 of MANTIS money that was stolen by....Yep...a cop!

Or the little who was TASERED by cops in South Tucson? She was freakin' NINE!

The list is endless. TPS is SERIOUSLY corrupt.

These were the SAME GUYS who sent two UNDERCOVERS to watch the Women in Black because they were listed as "terrorists" by Miranda.

Apparently standing on the sidewalk by Speedway is terrorism now!

Your brother is a thug and a criminal!

Tucson Police use violence against marchers

sacfcr11@direcpc.com 520-578-0771

I hope for the sake of the lawyer who ends up defending the arrested people, that a video recording of the critical events exists. In any case, it serves as a reminder that a video (more so than still photo's, although something beats nothing) record can be invaluable. This is particularly so when the advocate is (as I have been) a hapless sort who knows far more about civil liberties in the abstract than how to mount an effective defense in a real courtroom.

police are not heros
by tiredofcompetition & AK47 Friday, Nov. 05, 2004 at 4:38 PM

The police are not our friends. The police are not heros. The police do not put their lives on the line to protect us. Construction workers and convience store clerks are more likely to be assaulted or killed on the job than cops are. The main purpose of police is social control. Historically, the concept of the modern police force was created to patrol for runaway slaves, not to protect the rights and security of ordinary people. In fact, the creation of police forces separate and distinct from the general population coincides with the advent of class society. Makes one wonder doesn't it?
Tucson police have proven that they are utterly incapable of reacting in a civil manner to people attempting to create legitimate social change. They cannot exercise even the most basic restraint when given new "crime fighting toys" with which to play. My father was a police officer and discovered that the professions's purpose was "to protect and serve" not the general population, but the ruling elite. Policing in America is a racist, sexist and classist affair suitable only for those who uncritically obey. Enough with the tucson pigs and their heavy handed tactics used on unarmed people.
Now what are we gunna do about it?

Let's not forget the dead "Cop in Black"
by disturbed neighbor Friday, Nov. 05, 2004 at 4:45 PM

A detail or two may be in error here, but this is
a True Story...
I shall not forget the Tucson cop gunned down
several years ago by a
parolee and club owner,
just a spit & a throw from my back yard in midtown.
Our blue knight on this night was
moonlighting dressed in black.
Duct tape crossed the soles of his running shoes to disguise their imprint on the dirt.
He followed the club owner home to heist
the day's deposit at gunpoint, but
was beaten to the draw and fell
dead at the scene.
Regretably, the club owner,
forbidden a as felon from firearm ownership
was sent back to the can for probation violation.
Self defense from a cop and the fact
that it was his girlfriend's piece
mattered not.

Even though the cop was COMMITING A FELONY!

And it gets better!

Wendell Hunt, a TPD officer who is paid $76,000 a year is being "investigated" (which means he is allowed a paid vacation and will never be charged with anything) for funneling information about an ongoing investigation, the MURDER OF A PEDIATRICIAN, TO THE SUSPECT!

And yet WE are the criminals in this town!

YOU CAN'T VOTE AGAINST POLICE ABUSE
by mac-er Sunday, Nov. 07, 2004 at 9:46 AM

YOU CAN'T VOTE AGAINST POLICE ABUSE

In an ideal world, we would not need police, and often many of us see that they do more harm than good. They protect the powerful, the rich, and property more than they protect the average person. They historically and continually act as a racist institution and a dissent-repressing force. The combination of racial profiling, harassment, brutality, shootings, and disregard for our rights makes them the biggest terror threat and the worst gang in the country. They have a license to kill and nearly never get in trouble for their incompetence. Not only does the job often attract bully-types, but they are legally allowed to lie and have hardly any accountability to their community for misconduct. Civilian review boards are often rubber stamp committees, and therefore don’t help anyone but the cops. Many of us have experienced or witnessed police abuse. While the role of the police is to deliver suspects and evidence to the courts, they have become increasingly more like an occupying army.

Nonetheless, they have always been a violent force in our communities. We never consented to the police’s roles in such things as the war on drugs, the war on terror, the war on the poor, nor the use of chemical weapons such as pepper spray, and we don’t have to accept police abuse nor police shootings.

Police conduct cannot be changed by voting. Therefore we need to go a different route and seek modes of direct action.

We know even though occurrences of police brutality have been caught on tape, the victims never get justice. However, if the police know they are being watched, they are less likely to abuse their authority. Groups such as Copwatch, who go out to videotape and document the police, have seen the police change their attitudes when they are being watched. Copwatch-type activity has a history in groups such as the Black Panthers, American Indian Movement, and the Brown Berets. Whether you have a functioning camera or not, you can have an effect on police conduct if you are visibly watching, and it is your right to do so.

Knowing your rights and educating others is a way to challenge police power and fight police abuse. Many people do not take advantage of their Miranda rights- the right to remain silent and to talk to a lawyer, and talking can get them in more trouble, even if they’re not guilty. If you know under what circumstances you can refuse to be searched or refuse a police officer entrance to your home, you can protect yourself against police abuse. Even in the most casual of circumstances they will ask questions that are none of their business and you are not obligated to answer. We can withdraw our support and consent of the police over-stepping their bounds.

If we don’t trust the police to solve our problems, then we need to work on solving them ourselves. We can learn about conflict resolution, alternative dispute resolution, restorative justice, and community justice, thereby taking on more responsibility for ourselves and our community. We don’t need the cops if we can resolve these things ourselves on our terms. This also requires us to change ourselves and raise our kids so that we can get along better. Behind this action needs to be a look at the roots of crime. Why do people steal? Why do people do drugs? Why do people harm others? It really isn’t the job of the police to answer these questions and attempt to stop crime because the government, by whom they get paid, benefits from the way things are. Poverty, racism, sexism, homophobia, the social value of material objects, and the militaristic and imperialistic nature of the system have so much to do with the reason so many crimes are committed. If we can address these issues, we are on our way to a more peaceful world.

If we also learn to defend ourselves, we can rely more on ourselves to “fight crime”. It is never a rape survivor’s fault if she or he is raped, but the more we know how to defend ourselves against violent crime, the better off we are. The police might have a role in preventing violent crime, but it still happens. The police rarely stop it while it’s happening, and we may never get justice after the fact. The less we rely on the police, the less we have to deal with police abuse.

Probably the most important step we can take to stop police abuse is to create art and culture that awakens people to the necessity of solidarity. Given that the cops’ job is to protect the rich and their imperialist, white supremacist institutions, it seams unlikely that these same institutions are going to put abusive cops in check. In fact, the immunity cops enjoy from legal prosecution is appalling, but not really surprising when you think about it. The reason cops can get away with so much abuse is because the ruling elites have so far been very successful in using racism and perceived class differences to divide the rest of us. An example of the last is the convenience store clerk who calls the cops on a homeless person for stealing food. Does the clerk really have less in common with those without homes or jobs, than she/he does with the rich stock holders who own the store? Especially when her/his wages are kept low by the threat of unemployment and especially homelessness. So the best way to stop police abuse is to create art and culture that help people see that we’re all better off if we help each other out, and stick up for each other whenever Johnny Law comes knocking. Music, art, and other cultural situations are able to bring people together and help us see our common interests as well as to challenge people’s preconceived notions about property, security, and justice.

Direct Action—taking matters into our own hands—gets satisfaction.
When we struggle together, we win together. Direct Action gets the goods.

This is the letter to the editor of the Tucson Citizen that i wrote in response to the article about the protest on Nov. 3rd:

Dear Editor
Your article, Protesters refocus to picket TPD by Eric Sagara, (Friday, November 5, 2004) raised some important questions about the post-election society we are all faced with.

In the article, the protesters referred to the police as “trigger happy” and the description seems to me to be spot on. This was a clear overreaction to a group of demonstrators who not only had every right to be protesting, but also displayed courage and responsibility in speaking out against the war.

The post-election atmosphere in this country seems to be characterized, in part, by retribution. The police violence against the Tucson demonstrators was an action of those emboldened by what they perceived as a victory over those who are not going to follow a right-wing agenda.

The post election atmosphere is also characterized, especially in the media, as one of depression. There is much talk about the losers “licking their wounds” and trying to understand their devastating defeat.

The Tucson protesters were not licking their wounds and crying over the elections. They were carrying on a much needed public debate about a war that is a crime against humanity. I applaud their actions.

The charges should be dropped immediately against Wendy Sampson, Michael Sousa, Daniel Kaufman, Keith McHenry and Amy Stutz, (who incidentally is my daughter). I ask the readers of the Tucson Citizen: Do charges such as “suspicion of failing to follow officers' orders”, or “failure to comply with an officer's order” or “obstructing a roadway” merit the use of potentially deadly force? Mr. Sagara’s article said that the PepperBall guns used repeatedly on the demonstrators are part of the TPD's arsenal of less-lethal weapons. These are potentially lethal weapons and it is an outrage that they were used.

Respectfully,
Jane Ferrier

arrested
by the other Mike Wednesday, Nov. 10, 2004 at 11:44 AM

Here are some small details of the arrest people may find interesting.

--Wendy was not arrested until she started showing her wounds to the media. While at the Police HQ an officer filling out her paper work said this "Well it looks like everythings in order...Oh wow you got shot. We might have to add some charges." Thankfully no charges were added but this reaction is highly disturbing.

--No one was shot in the street. Everyone who was attacked with Chemical weapons by the police were lawfully walking on the sidewalk when they were shot.

--The Police refused to provide medical assistance to Daniel. All he wanted was some water to rinse the pepper spray from his eyes. He was repeatedly refused even when the officers were informed that it is illegal to refuse water to anyone in Tucson. They then lied to him and told him that these painful chemical were best left to "air out." If the polices motivation for spraying him was to subdue him then why didnt they wash out the chemicals after he was in custody? While small in comparison to what other people are forced to endure, this is torture plain and simple.

--Mikes felony 'resisting arrest' charge was not written by his arresting officer but was added later by another officer who wasnt even there in a different pen and handwriting. If he resisted arrest (which he didnt) why wouldnt the arresting officer have written this?

--The police intentionally jumped us on a side street. If they were "protecting us and cars" as they claim why did they make no attempt to stop us from marching on speedway where there are hundreds more cars traveling at much higher speeds? Why did they wait till we were far enough from both Speedway and 4th Ave businesses so that there would be virtually no witnesses?

--Why do the police think its ethical to violently attack Americans with chemical weapons whose biggest possible crime was jay-walking?

These officers have shown that they dont have the self control to play with potentially lethal weapons. How many more people have to be gassed tazered and shot before this realization comes to?

Demand that the city council ban the use of these potentially lethal weapons and denounce the abuse of fellow Americans by the police.

TANKS APPEAR AT ANTI-WAR
PROTEST IN WESTWOOD
.

LOS ANGELES, November 9, 2004 - At 7:50 PM
armored tanks showed up at an anti-war protest in
front of the federal building in Westwood.

The tanks circled the block twice, the second
time parking themselves in the street and directly
in front of the area where most of the protesters
were gathered.

Enraged, some of the people attempted to block
the tanks, but police quickly cleared the street.

The people continued to protest the presence of
the tanks, but after about ten minutes the tanks
drove off. It is unclear as to why the tanks were
deployed to this location.

Miranda is the problem
by Monkey Boy Thursday, Nov. 11, 2004 at 3:39 AM

We need to organize to get Chief Miranda out of office. He is the most corrupt law enforcement official in the Southwest. This guy make Arpaio look clean.

On his watch cops have repeatedly broken the law and been kept on as cops. Right now one of his officers, one who makes $76k a year by the way, is is a suspect in MURDER FOR HIRE PLOT!

And you know what Miranda told KVOA about all these problems?

"The union won't let me fire anyone."

Whcih is a lie. The union in fact wants crooked cops out! Miranda goes so far as to protect cops from prosecution and uses his right-wing agenda to persecute groups like Women in Black.

The guy has to go.

Perhaps a rally on a regular basis by the HQ?

With gasmasks?

Wake up people! Since our "representatives" approved Homeland Security and the Patriot Act and the chimp/occupant of the White House signed the "acts" into law, you have NO rights. Read the Patriot Act. That's more than our representatives did. FEMA has the power to separate you from your children and confiscate everything you've ever worked for and stick you into one of the 200 civilian detention centers already set up, stocked and ready to go. Between FEMA, Rex 84, Patriot Act, Homeland Security, etc., you are now officially a serf. Welcome to the New World Order and Feudalism.

The Boston Red Sox fan who died, Victoria Snelgrove, bears witness, RIP--these things are definitely lethal. Keep up the good work Arizona. It looks like a war zone. Hope all wounds heal, alla activists are released, and the personal injury and civil rights suits are adjudicated fairly.

Police Identify Officer Who Shot Lethal Pepper-Spray Pellet
Officer Rocheford Milien Fired His Pepper-Spray Pellet Gun At Victoria Snelgrove

BOSTON -- Boston police have publicly identified the officer who fired a lethal pepper-spray pellet that killed Emerson College student Victoria Snelgrove.

The officer fired his pepper-spray pellet gun during a disturbance following the Red Sox's win over the Yankees that clinched the American League pennant, striking and killing innocent Sox fan Victoria Snelgrove, age 21.

The pellet hit Snelgrove in the eye, killing her. The investigation indicates at least four innocent people, including Snelgrove, were hit by the projectiles.

BOSTON DEATH SPARKS CALL FOR LESS LETHAL MORATORIUM

BOSTON DEATH SPARKS CALL FOR LESS LETHAL MORATORIUM Controversial Weapons Increase Violence, Despite Police Claims

Boston - On Thursday, November 4, the Boston Area Faculty Group on Public Issues, the National Lawyers Guild and the Save Our Civil Liberties (SOCL) Campaign issued a public demand for an immediate moratorium on police use of so-called “non-lethal” and “less-lethal” weapons. The press conference, held at the Emerson College campus, highlighted the recent death of Victoria Snelgrove during a Red Sox celebration as an example of the misuse of less lethal weapons by local, state and federal law enforcement around the country.

Victoria Snelgrove is the latest in a string of incidents that indicate less-lethal weapons actually increase the use of force by police in situations where other alternatives could have, and should have been used.

In Miami during the November 2003 FTAA protests, less lethal weapons were used entensively to disperse peaceful crowds, including their use on unsuspecting journalists, local citizens and people silently praying. Street medics treated over 100 injuries including at least five serious head wounds caused by police firing projectiles to the head - the same scenario that resulted in the death of Snelgrove.

Less-lethal projectiles were also deployed and used during the April 2003 Oakland Port protests when police open fired on peaceful protestors, longshoremen, legal observors, and journalists with rubber and wooden projectiles. Several dozen people were injured, including some who were permanently maimed by the bullets. Recently, police used pepperball projectiles to disperse an anti-Bush crowd in tiny Jacksonville, Oregon when other alternatives were available.

Just yesterday, police fired pepperballs and injured protesters in a Tucson march spearheaded by the National Lawyers Guild.

"It has become clear that less-lethal weapons encourage officers to shoot first and talk later," said Gan Golan, a member of the Save Our Civil Liberties Campaign who experienced police abuse of less-lethal weapons in Miami. "Despite warnings voiced by Amnesty International, the ACLU and the National Lawyers Guild, police continue expanded use of these controversial weapons."

The California Chapter of the American College of Emergency Physicians points out areas most likely to cause serious injuries are the same areas that cause immediate incapacitation. (http://www.calacep.org/lifeline/displaylifeline.html?ID=135 also lists other deaths) They state, "Although less lethal weapons were designed to be nonlethal, the potential for both blunt and penetrating serious injury does exist."

Following the death of Snelgrove, civil liberties groups have united to call for a moratorium on the use of these weapons until certain conditions are met. Groups also point out while the death of Snelgrove, who is white, has received broad media coverage, these weapons are used routinely against people of color and the working poor with scant attention.

"How many people have to be maimed or killed before we re-assess the role and use of these potentially lethal weapons?", asks Naomi Archer, a member of the Save Our Civil Liberties Campaign. "We cannot afford for police to relax into using less-lethal weapons as a substitute for other options, and we must ensure that adequate training and accountability mechanisms exist in the future so that our communities our protected."

Groups concerned with less-lethal weapons and civil liberties have assembled two petitions in support of this moratorium, one signed by dozens of Boston-area college faculty, the other by hundreds of city residents. For more information, visit http://www.nolesslethal.com.

Save Our Civil Liberties hopes that the campaign to ban less-lethal weapons will spread to other cities that continue to use these weapons with impunity.

police attack oregon protesters
by eartha Saturday, Nov. 13, 2004 at 10:27 AM

before the elections bush came to a picture book old west cowboy town of jacksonville near ashland,or. a small group of protesters were shot with pepper filled bullets. as one younger man helped an older man rise after falling in the street the police shot the young guy in the back because he didn't move fast enough.
i happened to be driving through town not knowing bush was on his way and saw people dressed in old west costumes with flags and cops lining the street.

the next day i heard from my relative that the woman she works for had gone to town on her lunch break and was fired upon for not crossing the street fast enough. they weren't even asking what party she was voting for. just plain facism.

I am Paul Tosca's cousin, and am also married to a police officer. I support peaceful protesting, but I also support law enforcement's right to do its job, whether you all think it is socially acceptable or not.

It's easy to point fingers when you have no idea what police life is like. But I do, and I support you & your fellow officers, Paul. The rest of you make me laugh. You'd be crabbing just the same if a protest turned into a riot and the police didn't do "enough." They'll never win with you. Which is why your opinions mean so little. You do not know these officers from the guy down the street. You have no idea what they are like out of uniform and therefore have no right to be making character calls. But that's ok.

Just wait for the day when you are robbed, raped, burglarized, car-jacked, mugged, kidnapped, hit, etc. You'll call 911...I just hope someone shows up to help you.

What I do know
by Monkey Boy Thursday, Nov. 18, 2004 at 10:03 AM

What I do know is that TPD has had a HISTORY....a LONG HISTORY of corruption gone unchecked.

Can YOU at YOUR WORK have sex in company owned cars, video tape it, all while you are "working" and keep your job?

What about the TPD officer linked with the murder of a local pediatrician? Or the TWO TPD officers busted for DUI who GOT OFF?

There is a serious problem here.

I read the comments from the author "44 mag" and it is people like you that justifies the police to defend themselves and the citizens of Tucson. You can write with the balls to make a threat to kill "officer Tosca and his brother" but do you have the balls to write your name and identify yourself? I challenge you to do so. We both know you won't because your a spineless baby without an ounce of courage. So what is street do you live on? What house was it? Oh yeah, you forgot to mention that hugh? It's easy to make threats when you can hide like a baby under his bed sucking his thumb. I'm sure The Tucson police S.W.A.T. would be pleased to meet you and your 44 mag

The people responsible for this website should provide your information to the police department and you should be arrested. The last time I checked threatening to kill someone was still against the law.

The COP WHO WAS ALSO INVOLVED IS GETTING PAID TO SIT ON HIS ASS AT HOME!

You know, an honest police officer, one who truly does the job to protect and serve, (a breed becoming increasingly rare,) does deserve an enormous amount of respect. They do deserve our support. And there are such officers, I'lll concede that. But tell me, at what point would fervent police supporters draw the line? I'll tell you where. Look at the protesters, many are middle aged folks, just walking down the street. TPDs behavior was illegal and barbaric, and the blind allegiance some here give them is mind-blowing. This is a classic example of people on the force that don't have the emotional maturity to be there. They should be in jail. And you wonder why the police get no respect?! And no, I will not leave my name, lest I get pulled over for no reason by office macho and suffer retribution. That isn't cowardice, it's just smart.

The first metropolitain police force in the country was in New York. Get your facts straight, they were not formed to controle runaway slaves. Learn your history lessons. And don't stereotype cops, thats just the pot calling the kettle black. We are each individuals, by no means perfect, but not all "the same". My department does not generally allow force unless it is followed up with a charge. Don't blast away with the pepperball unless you can take custody and charge your target with a crime. Pepperball does make a "marking round" which can mark your suspect with paint for later aprehension. I respect and admire all those who exercise thier right to free speech, even war protestors. In Denver, protestors can set up thier protests with the city in advance, be given a space to do thier activities, and even have police assigned to the event to insure that thier free speech is not infringed. Likewise however, these officers have sworn to uphold the law, so if a demonstrator breaks the law, they are subject to arrest but. This way of doing things has turn some oneve heated, violent demonstrations of the past, into worthwhile, idea sharing forums.

Don't every think that your property is safe or you will get any assistance at all from the Tucson police dept if you have to leave Tucson to re-locate somewhere else for employment. This is exactly what I did!
I spent 8 months and thousands of dollars re-modeling my house for lease/or sale. I was forced to deny 3 partys from leasing my house and the 4th party was a couple named Gary and Barbara Tawney of 3065 N.Dodge. On May 25/2005 I deny there application for leasing my house as I found out that they both refused to display there socials for a credit check. There employment information was lies! The whopper was that Gary Tawney was busted with possession of meth on 12/30/04 per public record from the Pima County consolidated Courts. They was denied and handed a denial document. It was crumpled up and thrown on the ground as they were whining that they had given there present landlord notice already. They should have been honest.
I did not think nothing of it and left Tucson on 06/01/05 and 2 days after I left, I get a cellphone call from my neighbor describing the Tawneys as towing my 1981 Trans Am out of my back yard. They had also broke into my house and stole anything that was not nailed down as well as items outside of my house and vandalized it.
I was on my way to Canada with 2 vehicles towing another vehicle. It took 3 days before the Tuson Police did anything! I had to basically do the investigation for them via cell-phone and beg them to locate my stolen car. The located the car exactly where I told them it was at. They then had the car towed to Gary's Towing in Tucson where it still remains with a $800.00 Storage bill. Gary's attemped to file an abandoned title for the car with the MVD. They recited the law to me about after 10 days, they can file for an abandon title. This is fine, But they failed to tell the MVD that this car was a recovered stolen vehicle! This is the service that the Tucson Police uses! Nothing more than a dishonest band of Bandits.
The Detective that was assigned to the case was named Janice Carpenter. She was so hard to get a hold of as I left her countless messages on her message service. Getting information out of her was like getting teeth pulled and I was the criminal for leaving Tucson and not letting these Meth monsters lease my house.
I was told that a search warrant was being issued for Tawneys house but I was not able to get information on what they had found out or anything.
As time went by and through my real estate agent and Insurance claims adjuster did I recieve photos of my property at different times was I able to see all the other items missing from my household as well as vandalism done to my property. In the last 6 days, I have left countless messages for Detective Janice Carpenter who refuses to do anything. She finally called me back yesterday and all she was doing was whining to me because I told her to get up off her ass and do her job! She hung up on me! What a childish little baby! This is the type of service that you can expect from the Tucson Police Dept went you are out of town. What a way to treat an 11 year property tax payer from the City of Tucson. I am back home in Canada now and ready to freeze my balls off for the next 30 years rather than live in a pathetic Hellhole like Tucson. Please excuse me if I offended any Tucsonians as I have a real sour taste in my mouth now and ain't coming back! The good side of my story is that I don't even have to lock my door in Canada because "Michael Moore" said So!

Good Cops
by AJ Thursday, Sep. 22, 2005 at 10:00 PM

I've grown incredibly tired of the rantings and whines by arrogant cop haters. You have a bad run in with an officer and instantly you stereotype the whole lot of them. Hateful little bigots you are.

Glad to see that there are a few people here who have their facts straight and their heads on tight.

God I love radical peace activists. They think the whole damn world is out to get them and that somehow by blindly pledging themselves to their political beliefs, they are immune to ignorance. When it comes to police abuse of power, be vigilant, not paranoid.

God bless the men and women in blue.

Over kill
by A nonparonoid activist Friday, Sep. 23, 2005 at 9:18 AM

I expect to see overkill tommorow at the peace rally. Those good old 'nice' men and women in blue will be there in overkill numbers to 'protect' peaceful moms, dads, old folks, and kids. The only time we've encountered any 'threat' was by the police themselves. So, while I'll see a cop hassle a peaceful protester for a stray foot hovering over the road, crack dealers and violent criminals will be committing real crimes. We all know the cops serve businesses and corporate fat cats.

Get out the stun guns and pepper spray, coppers...moms with baby strollers will be out talking about peace. Can't have that!

Honor

pima_pimpin_girl@yahoo.com pima_pimpin_girl@yahoo.com

I would just like to add one opinion. As a mother and a wife, I do fear that our society has become a bit more violent. what do not see is the people that are willing to stand up and change things. What i see is more of the same. More people using violence against violence. How right is the victim that lashes out irresponsibly onto other innocent people? How many of you can say that you are willing to truely put everything on the line for what you believe in? How many people are there out there saying, I am so glad that I get to be any religion I want and that I speak english. As a woman, I get to wear whatever I want and be what ever I want. I can own a business or not. I can be a mother of these three beautiful children. There are people dying out there everyday to give you the right to rant and rave about WHATEVER is bothering you. I think that there may be some misplaced loyalities here. You do speak English not German or Japanese or even Arabic. You do get to say whatever though passes through your mind without the fear of death. People like me stand up against all your hate and anger still say that I want to give me life and my loyality so that you can continue to do so. I want to hold back all enemies, whether i agree or not, and make sure that your children and mine get to grow up happy and not afraid. Were you ever thinking of that? Were you ever looking at the big picture? You haven't been shot at for someone you don't even know's freedom. Shot at for people that spit on your trucks as you go to fight and possibly die. There may be a day that my children may never get to see me again, but they get to have the strength and the knowledge and the honor to know that your children won't have to go through that. They get to say when everyone else was fighting and hating my mother stood and protected us. They can say that my mother was mad enough to say that I will not live in fear of anyone. I have fears and angers too. I am afraid that my voice will never be heard because people are too busy yelling that the price of gas is too high. I fear that my breathe will be lost and that not one person will say that she did it because I was too afraid too. I get angry because as I am making my peace with god, on my way to fight for the entire country (including all you who spit upon me), you feel that you can try to degrade me and mine with your filth. YOU WANT PEACE! then do something to those who fight to harm your peace not to those who are trying to protect it.

I too am a mom and I feel for you. I have been shot at for what I believe in--with tear gas, pepper spray, and conconcussion granades--right here in the US. I fight for freedom right here at home. I do live in fear. Fear of my own government--a gov't that suspects ME as a terrorist because I am a non violent peaceful protester.

I bid you peace and love. I hope you come home safely to your children and loved ones.

TPD SNAILS
by O.C. MORENO Wednesday, Oct. 12, 2005 at 10:11 PM

I can relate to most cop bashers,I think TPD sucks, maybe they just don't make enough money or something, but my car was stolen a few weeks ago,it wasn't a very valuable car,but it was my car you know.Anyway it took tucson's finest 4.5 hrs. just to get to where my car was stolen after I called them about 4 or 5 times, imploring them to get out there, once they got out there for some reason the stupid licence plate on my stolen vehicle did't match my car, I guess they belonged to some other car in phoenix or something.so One of TPD's finest started questioning me about it, as if I was the criminal. So I thought Why don't this fucking guy get off my back and go look for my car?I guess this one couldn't read minds because as of today I have not heard anything from my neon.

Opinion of Many
by concerned U.S. natural citizen Friday, Nov. 04, 2005 at 5:51 PM

You are one of the sickest people on the planet! Your views are not only ridiculous, but very much offensive to the majority of the country. You must have alot of pent up anger...probably from a seriously bad childhood. You need to see a psychiatrist, and see if they can help you. Really, your comments were extremely scary... they reminded me and my family of the psychos, which bombed our country on 9/11... out of pure anger and jealousy. Hmmm... makes me wonder where you came from. For all the readers know, you could be one of them as well. YOUR SICK... GO GET SOME PSYCHIATRIC HELP!!! YOU NEED IT BADLY!!!

Notice the satisfied expression on officer Tosca's face as he shoots women multiple times with his seriously wounding anti-protestor machine gun. This macho, microcephalic woman-hater is a menace and hopefully he's been given his pink slip by the TPD. I hope Tucson prosecutors put this guy in prison for a long time. His actions were in no way necessary unless he's too weak and craven to handle a 110 lb woman J-walker. In addition, there is good cause for a civil suit against this badge-wearing troglodyte. It might get the lesson across to him, if he has all his property, including his machine gun and shoes, taken away from him.

It figures that the TPD would have hired such a moron, because Tucson is mostlly a bomb-plant town full of miserable androidal munitions workers. Raytheon and a couple of other merchant-of-death corporations run that town from top to bottom and they’re willing to do anything “W” and his Pentagon of neocons tell them … it keeps the war profits coming in.

People should have got the officers serial #'s and called their Sgts and commanders and filled several complaints against them. what they did was not right. They are police officers there to protect everyone even illegals. They are not Immigration or ICE so they need to do their job. What is that job officer? To Protect and serve. You took an oath to do that not to take sides and let racist bastards burn the Mexican flag and when soemone trys to put it out you attack them. Iam so glad that COP WATCH was there. Next time legal action will be taken.

Why dont you act more like Phoenix Police. This is not your business and you shoudl not be taking sides, instead do your job and be open minded. I have lost respect for Tuscon PD (at least thre ones there)

Peaceful Protest
by Bobo Brazil Tuesday, May. 09, 2006 at 1:10 PM

Let's see. Someone gets arrested who was probably trying to get arrested. So the protesters go into the oh-so-intelligent "fuck the cops" mode. Yelling, screaming, baiting the cops. They're human, too, but I guess if you're not a Socialist hippie, you're THE ENEMY.

I don't like the war either, but I don't go looking for trouble, then complain and say the conflict was all one-sided after. Typical.

protests/riots
by Police Officer Thursday, Jun. 28, 2007 at 1:45 AM

Being a Police Officer/Firefighter/paramedic, who has actually witnessed and responded to riots, I feel that the officers actions where somewhat inappropriate, however there must have been something that caused the officers to react the way they did. I know for a fact that they would not use any type of force without good cause. I have worked in public safety for 31 years, I have worked for 3 different departments in 2 different states. I am not here to take sides or to justify the so called "use of force" but I am here to say, from experience, that it only takes one person to turn that peaceful protest into an angry and violent riot. The article says that a female was injured it says nothing of her role in the protest, she may have been instigating a violent act. I should also mention that shouting threats and profanities in public is a misdemeanor in some states, such as Michigan where it is illegal to shout profanities when minors are present. this break this law and face a 100$ fine and up to 90 days in jail. This protest even could have been considered a riot some states. Police Officers are here to serve their community and most of them do, however there is a hand full of them that go overboard and that gives the rest of us a bad name. You should be angry at the officers individually not the entire department.

Anarchy doesn't work

Its morons like you who ask “why do cops have authority” as if you have any conception of what it would be like without them. You think you’re an anarchist? If anything happened to you or your family, you’d be the first to break down and cry “why aren’t the cops doing something!” Easy for you to complain, until you need them
