Mesa photo radar at stop lights

Analyzing the photo radar machines that take shots of people who run red lights.
Just a few minutes ago at maybe 9:20 am or 9:30 am this Friday i was on the corner of Dobson and Southern watching a worker from the City of Mesa change the film on the photo radar cameras at the stop light.
He told me that he changes the film about once a week on each camera. He said the film has 800 shots on it. He also sticks in a new memory card which collects data about each shot - i suspect it grabs the date and time.
I dont think they get 800 violations each week but suspect that they just grab the film each week so they can mail out tickets.
At the light it looks like there are 4 cameras - one to catch red light runners going in every direction. On camera is on each corner of the light.
The cameras when they are making revenue for the city of mesa are fairly high off of the ground. he had a hex or some other type of screw driver which looked like it was used to open up the system. once it is open it has a cord that you pull on to lower the camera to ground level. Once the camera is at ground level he had a key to open the system up so he could change the film and the memory card which looks like a credit card of PCMCIA card.
It would have been nice if i had my camera so i could have take photos of the insides of the giszmo.
