Betrayal of United States : AZ IMC

Readers I would like to attract your Attention to this suspicious section, which has amended in the bill of US –India nuclear bill without any debate or taking Indian Government under confidence.
Initial the bill No S3709 which forwarded by the senate foreign relation committee SFRC, in which some amendment and some new clauses has been added inserted into house as bill NoHR-5682PCS, which was received earlier from house of representative and gets NO HR5682EAS.
HR-5682PCS will be debated in senate around December 2006 for approval from both houses to become in form a LAW.

The conspiracy begins here
During debate Amendment made into the SEC105 and SEC108 of original bill, also new two sections SEC114 and SEC115 introduced freshly

There is no reason to be happy on the illusion of removal killer amendments imposed by the Us Officials, because conspiracy has to be been superimposed.
Why the inclusion of section 115 approved by the US senate without any debate or the without any voting, which is strange in so called claimed US Democratic system.
They are united to conspiracy indicated by the statement of senator Lugar who said
“I urge adoption of the amendment without objection and discussion”
The other two section was was amended by much discussion and debate in both houses of us congress, then why this section added into eh bill adopting secrete and dubious procedure but senate

Sec 115 states about a program called “United states India Scientific cooperation threat Reduction
Which established by the sectary of the defense through the Administrator of the National Nuclear Security Administration(NNSA)
The program implemented by consulting with the secretary of state and secatry of he defence, but there is no name mentioned by this section of India Agency, which co-operate to implement this program.
What is the need of suggestion from national Academics of US, if there is need why the Indian Agencies not included :: clause of Sec 115/C/1
As every one knows the India –US Nuclear deal is supported to be for civilian nuclear co-operation, this SEC115 deals with the nuclear proliferation control.
Clearly this is an attempt of Bush administration to invade the Indian Nuclear weapon program through Introducing infamous US agency NNSA.
My fellow Indian every one knows that this agency(NNSA) has close link with US intelligence agency CIA, NSA and with US defense Intelligence. Introducing NNSA into section 115 of US_INDIA nuclear deal is very dangerous to our nuclear military program and any interaction between the India nuclear weapon scientists and officials of this agency would be hazard to Indian defense and nuclear program.

This section closely involved Dept. of Defense and dept of external affairs of the US Govt. with this NNSA.
Out Department of Atomic Energy DAE is responsible for R&D the civilian and military nuclear programs.
There is no such thing between US-India deal that support combined R&D which sec 115 secretly said, our DEA dept is quite capable to R&D.

So the this covert attempt by Us Govt must be stopped before this bill passed by the both houses and comes in form of Law.
As being Indian citizen I am worried that this unilateral attempt of US govt to intervene India weapon program and facilities, which are totally out of the US India Nuclear deal.
