Silent Food Not Bombs in Prescott this Sunday

Silent picnic this Sunday on Prescott Courhouse Plaza
his is a mass email sent out on 12/26/07:
We had our meeting today.
What the meeters planned was a silent Food Not Bombs at the usual time,
Sunday at 3:00 on the Courthouse Plaza in Prescott. We plan not to speak
to the security guard or any cops who happen to show up. This way, no one
can use the excuse of "disorderly conduct". Without "disorderly conduct",
no law enforcement agency can enforce park rules.
Things that have come to light since last Sunday:
The Mayor called back. He seemed interested in the conduct of the police.
He said that the only county executives he knows of are the county
supervisors. The Supervisors said that they usually don't care about
crowds of less than 30 or so. But, they'll call us back Thursday or Friday
with a definitive answer. They later called the Downtown Partnership who,
according to the Parks Department and the Supervisors, is the authority.
The Partnership will also give a definitive answer on Thursday or Friday.
It looks like the security guard may have been lying about being under
pressure to run us out.
Another thing. It just came to light that the city cops did say that they
would arrest people who didn't leave last Sunday. This may be because
there were heated verbal exchanges between picnickers and security. That
is the only thing that could have given them juridsdiction. Eating food is
not part of their jurisdiction on county soil. This Sunday we plan not to
talk to any "authorities", even if they get in our faces. That's the only
way to find out what's enforcable and what's not.
I informed the Mayor of our plans. The only thing that he can do is talk
to city police if he wishes to. We won't hold him to anything (or at least
I won't), but, as long as we don't make asses of ourselves, maybe he'll
help us out if we do get arrested.
Some of plan on cooking at noon at the Catalyst (109 N. McCormick on
Sunday) and some plan on meeting up at 2:00, also at the Catalyst. A
multitude of people will bring food to the Square so that no one is
singled out.
Remember. The Security guard and police will do what they want to do.
We'll be silent. The only thing I plan on saying is the question "Are we
breaking any city laws?". That's about it.
