I paid $2.50 for an all day bus pass and I got this worthless ticket that says "Not Valid For Travel"

I got on a Valley Metro Bus at Mill and Broadway in Tempe and paid $2.50 for an all day bus pass and it gave me this worthless bus pass that says:
NOT VALID FOR TRAVEL
When I noticed it and complained to the bus driver he said it was more or less tought shit! He could not give me my money back, nor could he issued me another bus pass that was valid.
If I did this as a citizen I would be put in jail! This is fraud and theft. But the City of Tempe government is probably selling hundreds of these worthless bus passes for $2.50 each and I am sure none of the City Council members will go to jail over it.
